Vern Jacobs and I are going to introduce a more interactive service for subscribers to OFFSHORE. To give you a more active way to exchange information, questions and comments, we will be setting up an automated mailing list for OFFSHORE Subscribers.
This eJournal will eventually become a digest and supplement to the open forum and to the periodic offshore tax reports that Vern is writing for us. The new forum will make it easier for you to get answers to your questions about offshore topics and it will (hopefully) make it easier for Vern to manage the list.
Once the system is tested and working, we will copy all of the names in this email list to the new system, but before we do that, Vern needs some help from a few subscribers who are willing to help him learn how to use the system by serving as test users.
If you are willing to help, send an email to Vern at OS@rpifs.com. Let him know that you are offering to help wih the new automated mailing list system for OFFSHORE.

FYI: The IRS publicly admits this year in the Privacy/Paperwork reduct= ion act notice for Form 1040 that Form 1040 is NOT REQUIRED FILING:
"You are not required to provide the information requested on a form that is subject to the Paperwork Reduction Act unless the form displ= ays a valid OMB control number." PA/PRA Notice 1996 Form 1040 booklet, p.7
To be "valid" the OMB number must have an expiration date. Form 1040 has no expiration date.
That fact that 1040 is not required filing is no big mystery. The Supr= eme Court essentially stated that in Sullivan v. US __ US __ (192?) and Garne= r v. US 424 US 648 (19??).
Here's an interesting tid bit from -Strategic Investment-:
"...keep an eye on the 1000 New York City municipal employees (ma= ny of whom are police officers) who have quit filing IRS returns on the basi= s that no IRS forms are published in the Federal Register and thus there is no valid law requiring to file them. This could catch on. Word is spre= ading in municipal offices throughout the country about their colleagues in NYC -- and about a fellow named Palzer who recently had $200,000 seized for bringing it in without filling out Customs form 4790. His lawyer pointed out that form 4790 was not published in the CFR. The federal judge agreed and ordered the money returned (U.S v. $200,000 590 F. Supp. 866). It wou= ld be cosmic irony if city government employees brought down the IRS.

WARNING FOR VISITORS TO MEXICO
U.S. DEPARTMENT OF STATE Office of the Spokesman Mexico - Public Annou= ncement January 21, 1997
Due to the increasing frequency and violence of taxi robberies in Mexi= co City, the U.S. Embassy in Mexico City strongly advises Americans to use only taxis from authorized taxi stands ("sitios") at the airpor= t and throughout the city.
Growing numbers of U.S. Embassy employees and tourists have been assau= lted, abducted and robbed after hailing Volkswagen "Bug" taxis and other cabs cruising the streets of Mexico City or parked in front of rest= aurants, theaters, clubs and hotels. Travelers should consult their hotels for loc= ations of authorized taxi stands or contact 24-hour radio taxis in Mexico City by calling 217-9146, 271-9058 or 2730-6125. Further information may be obtained from the U.S. Embassy in Mexico City (Tel. 211-0042).

Crime Information: Crime continues to increase, particularly in urban areas. Travelers to Mexico should leave valuables and irreplaceable items in a safe place. All visitors to Mexico are encouraged to make use of hot= el safes when available, to avoid wearing obviously expensive jewelry or des= igner clothing, and to carry only the cash or credit cards that will be needed on each outing. Travelers are discouraged from bringing very large amount= s of cash into Mexico, as officials may suspect money laundering or other criminal activity. In the past year, there has been an increase in assaul= ts on passengers in taxis. The U.S. Embassy in Mexico City recommends that only airport, tourist or CTO taxis (taxis from authorized taxi stands) be used. "Green and white" taxis and Volkswagen-style roving taxis should be avoided. If someone attempts to rob you, it is generally considered safest to immediately comply by handing over the requested ite= ms. Persons driving on some Mexican roads, particularly in isolated regions, have been targeted by bandits, who operate primarily after dark. Criminal= s, particularly in Sinaloa, sometimes represent themselves as Mexican police or other local officials. Highway hold-ups in the state of Campeche have become bolder. While favored targets are long distance busses at night, reports have been received of busses being stopped and passengers robbed during daylight hours. The most risky roads appear to be route 186 headin= g east from Escarcega, Campeche and the secondary route between Escarcega and Candalaria, Campeche. Any U.S. citizen victims of crime in Mexico are encouraged to report the incident to local police authorities and to the nearest U.S. consular office.
The U.S. Embassy advises its personnel not to travel on Mexican highwa= ys after dark. Highway 15 and Express Highway 1 (limited access) in the stat= e of Sinaloa are particularly dangerous areas where criminal assaults and murders have occurred both during the day and at night.

In September 1996, at the London "Internet and Censorship" seminar, organized by the Internet Developers Association, Nick Higham, a partner of the legal firm, Denton Hall, stated that a British regulator= y body for the Internet would be in place within a year (INT, n. 44 9). Wit= h a high-profile public endorsement last October by the Science and Technol= ogy Minister, Ian Taylor, Superintendent Mike Hoskins, of the Metropolitan Police Vice Unit, and a financial donation of =9C500,000 from Peter Dawe, founder on Unipalm Pipex, one of the biggest British Internet providers, Great Britain launched its own "Internet 'D Notice' Committee" to police the information superhighway and "hinder the distribution of illegal material".
